The Wythe County Board of Supervisors is seeking proposals from professional audio services firms with direct experience and expertise working with multi-use indoor arenas. Example events that will be held at the arena include: concerts, rodeos, tractor pulls, arena sports events, trade shows, and other multi-faceted events. The successful offeror shall furnish all design, labor, equipment, and incidentals necessary for the installation of a sound system for the Appalachian Regional Exposition (APEX) Center.  APEX is a 90,000 SF facility which includes a 45,000 SF arena floor and bleacher seating for 2,500 patrons, expandable with arena floor seating. Click HERE for arena floor plan.

The scope of work is for a “public address” style sound system also capable of providing background music. The system may include, but is not limited to, wired microphones, wireless microphones, microphone mixers, speakers, amplifiers, sound control & monitoring systems.  Optionally, include the capability of extending the sound system with outdoor speakers so event participants, patrons & staff may hear announcements from inside the arena.  The offeror has the sole responsibility to: provide a professional acoustical analysis and plan; provide power and IT requirements to County; and provide all necessary labor and equipment to install and commission the sound system.  A minimum of three options is requested as part of the design.  The options can be tiered to provide successive system improvements within an overall design plan (i.e. minimal / recommended / deluxe). 

Interested firms or individuals are requested to submit the following:  two copies of qualifications and references; and, two copies of a proposed work schedule. Wythe County will evaluate proposals based upon qualifications, past performance on similar projects, the ability to demonstrate project delivery and the importance of the project to the firm.

The County of Wythe reserves the right to award in part or in whole or to reject any or all proposals.

Sealed Bids for the construction of an approx. 13,000 SF, 3-story addition to the existing Wythe County DSS Office Building Wytheville, Virginia will be received by Mr. Stephen D. Bear, County Administrator, 340 South Sixth Street, Wytheville, Virginia on June 15, 2017 until 2:00 PM, local prevailing time, and then publicly opened and read aloud. The procedure for withdrawal of bids shall be according to provision (i) contained in 2.2-4330 A, Code of Virginia (1950) as amended.

Contract is to be awarded on a lump sum basis.

Bid security is required to be submitted with each Bid in the amount of five percent of the Bid. Bid security may be in the form of a certified or cashier’s check or a bid bond secured by a surety company.

A Performance Bond and a Payment Bond in the amount of one hundred percent of the Contract amount will be required on this Project. The Contractor shall also provide Liability Insurance coverage.

A deposit of $250.00 for each set of the Construction Documents is required. All Contractors, Sub-Contractors, and Material Suppliers will be refunded fifty percent of plan deposit for each set returned in good condition within 30 calendar days after the date of the Bid Opening.

The Owner reserves the right to reject any or all bids or to waive any informalities in the bidding.

No bid shall be withdrawn for a period of thirty (30) days subsequent to the opening of Bids without the consent of the Owner.

A pre-bid conference will be held in the Boardroom of the Wythe County Administration Building, 340 South Sixth Street, Wytheville, Virginia adjacent to the site on May 24, 2017 at 2:00 PM. All bidders are requested to be present. Attending the conference shall not be mandatory. The conference will include a tour of the existing DSS Office Building and site.

If a contract is for one hundred twenty thousand dollars ($120,000) or more, or if the total value of all construction, removal, repair, or improvements undertaken by the bidder within any twelvemonthperiod is seven hundred fifty thousand dollars ($750,000) or more, the bidder is required under Title 54.1, Chapter 11, Code of Virginia (1950) as amended, to show evidence of being licensed as a “Class A Contractor.” If a contract is seven thousand five hundred dollars ($7,500) or more but less than one hundred twenty thousand dollars ($120,000), the bidder is required to show evidence of being licensed as a “Class B Contractor.” The bidder shall place on the outside of the envelope containing the bid and shall place in the bid over his signature whichever of the following notations is appropriate:

“Licensed Class A Virginia Contractor No.________”
“Licensed Class B Virginia Contractor No.________ ”

In compliance with Section 58.1-3378 of the Code of Virginia and Amendments thereto, the Board of Equalization for Wythe County, Virginia, will sit to hear complaints beginning Monday, April 17, 2017 and ending on Friday, May 19, 2017. The Board of Equalization's Office is located at the Wythe County Courthouse, 225 South Fourth Street, Room 102, First Floor, Wytheville, Virginia 24382.

The Board of Equalization will hear complaints, concerning the 2017 Reassessment, by appointment only. Any person owning land in Wythe County, Virginia, may make an appointment to have their reassessment complaint heard by the Board of Equalization. Appointments can be made by writing the Board of Equalization or in person at the above address, or by calling (276) 223-4142. The deadline to schedule a hearing appointment with the Board of Equalization is Thursday, March 30, 2017.

If the Board of Equalization does not complete its business during the time allotted, additional dates for the Board to sit will be established and public notice will be given as prescribed by law.
