NOTICE OF PUBLIC HEARING
FISCAL YEAR 2018 BUDGET AMENDMENT


Notice is hereby given pursuant to Section 15.2-2507 of the Code of Virginia and amendments thereto, that the Wythe County Board of Supervisors intends to consider an amendment to increase the FY18 budget in the amount of $2,500,000 for additional capital project funding for the Appalachian Regional Exposition Center. This amount, which is proposed to come from county reserve funds, will be used for building construction and related costs.

A public hearing is scheduled for Tuesday, October 24, 2017, at 9:05 a.m., or as soon as practicable thereafter, in the Board Room of the County Administration Building, 340 South Sixth Street, Wytheville, Virginia 24382 to hear public comment on the proposed budget amendment.

The Wythe County Board of Supervisors is seeking proposals from qualified companies for “Owner Provided” inspection and testing services for the Appalachian Regional Exposition (APEX) Center in Wythe County, Virginia. The project consists of the construction of a 90,000 square foot exposition facility and adjacent site improvements. The work is classified as assembly use group A-4 and includes, but is not limited to: site work, pre-engineered metal building structure (210 foot main building span with two shed-type side wings), concrete foundations and associated anchor wall, concrete slab on grade, lap seam corrugated metal siding and roofing panel enclosure, split-face masonry rustication wall, fixed aluminum windows, aluminum storefront system, gypsum drywall partitions, door and frame assemblies, coiling doors and counter shutters, interior finishes, toilet partitions and accessories, miscellaneous metals, and related plumbing, HVAC, and electrical work.  Examples of the required services include, but are not limited to: aggregate base material compaction testing;  asphalt pavement compaction testing; soil compaction testing and inspection; underground utility backfill compaction testing; concrete strength testing and in-place strength evaluations; testing of LID components, including bio-swale soil mixtures. Per the contract specifications section 014000 (Quality Assurance) interested firms are requested to demonstrate their capabilities and experience by providing proof of qualifications in the form of a recent report on the inspection of the testing agency by a recognized authority.

Basis of selection will be lump sum quote for all owner provided inspection and testing required by the contract technical specifications.

Wythe County Board of Supervisors is accepting sealed bids for the replacement of pavers and concrete in front of the Circuit Court Building and the General District Building. All bids should be marked paver replacement and to the attention of Martha Collins, 340 South 6th Street, Wytheville, VA 24382. Bids should be received no later than 10a.m. on November 16th, 2017. The specifications that will be required are as follows:

Demolition:

  • Remove and dispose of the existing concrete and pavers in front of the Circuit Court Building, starting at the porch columns and extending out 16 feet, with a width of 60 feet. Existing surface is estimated at 5” thick.
  • Remove and dispose of the existing concrete and pavers in front of the General District Court Building, 4 runs at 49 feet by 1 foot and 4 runs at 43 feet by 1 foot. Existing surface is estimated at 5” thick.

Contractor should provide pricing for at least one or all of the options listed below.

Option 1

  • Provide a cost and time to remove existing concrete and pavers, prep area according to industry standards, and then stamp concrete with a herringbone brick pattern and reddish color that will be approved by owners. The area in front of the General District Court area will be a straight stamp design. The complete process of work and materials should be presented to the owner for approval prior to installation.


Option 2

  • Provide a cost and time to remove existing concrete and pavers, prep area according to industry standards, and then install pavers with a herringbone brick pattern and reddish color that will be approved by owners. The area in front of the General District Court area will be a straight paver design. The complete process of work and materials should be presented to the owner for approval prior to installation.


Option 3

 

  • Provide a cost and time to remove existing concrete and pavers, prep area according to industry standards, and then pour back using 4000 psi concrete reinforced with 10 gauge wire mesh. The finish will be broomed with an applied sealer.  The complete process of work and materials should be presented to the owner for approval prior to installation.


General Notes

 

  • County will determine the best proposed option and price
  • All demolition will be removed and disposed of by the contractor
  • Contractor will supply all labor and material
  • Contractor will work in such a fashion so that Court can remain open during business hours
  • In addition to the bid price the contractor will provide a certificate of insurance and a copy of their contractor license.
  • Payment in full will be made within 45 days of final inspection and submitted invoice.

The Wythe County Board of Supervisors’ regularly scheduled meeting on November 15, 2017, will begin at 6:00 p.m. in the Board Room of the County Administration Building, 340 South Sixth Street, Wytheville, Virginia.  The Board will begin the meeting with a closed session.  Following the closed session the Board will recess until 7:00 p.m. for regular meeting.
